From 'boots on the ground' to a Multi-Disciplinary Specialist

Kim Fournier began her career as a Medic in the Canadian Forces, which included multi-disciplinary responsibilities in emergency response by land, sea and air, mass casualty response, aircraft crash exercises, public education, training, teaching, human resources, and management. She later specialized as a Preventive Medicine Specialist and worked with hazard and risk evaluation, public education, public health, prevention of injury and disease, deployment/international health, control and mitigation of communicable disease outbreaks, water quality, food borne illness, and occupational health and safety. She also worked for provincial emergency management (EMBC) and involved with the Red Cross.
- Twenty five years serving in the Canadian Forces in various disaster and emergency management, and public health roles including: Scene Commander; Medical Response Coordinator; Command Post Supervisor; Emergency Responder; and Flight Medic for mass casualties, crash, nuclear, biological, and chemical incidences. Responsibilities included planning, training, exercise, outbreak control
- Experience in evaluation and needs assessments, including a 2014 province-wide assessment on public education for emergency preparedness, including a literature search on effective public education research and practice; an evaluation of the needs across British Columbia; and recommendations on effective strategies to improve emergency preparedness in B.C
- Led the International Strategy for Disaster Risk Reduction’s (ISDR) "Making Cities Resilient" campaign for the Town of Esquimalt, BC - addressing issues of local governance and urban risk, promoting safer schools and hospitals, and encouraging sustainable urbanizations principles
- Humanitarian relief during United Nation Mission in Haiti including training, public education and community outreach, and emergency response
- Development of response protocols for aircraft emergency response and accident investigations —in Canada and abroad
Training & Development
- Development of provincial and national training standards on disaster and public health and safety
- Development, implementation, and facilitation (instructor) of various topics for over 15 yrs: emergency response protocols, incident management, triage, public health, air medevac/air evacuation, Combat first aid, CPR, AED, etc.
- Coordination of all training activities, standards, and protocols for programs including the Maintenance of Competencies Program, disaster and emergency preparedness and response programs, and air medevac

Leadership & Project Management
- Over 15 years supervising/leading/managing teams in Canada & abroad (domestic and operational teams).
- Coordination with stakeholders, such as fire, police, search and rescue, hospitals, ambulance, airports, security, and customs officials, for international operations and evacuation procedures for casualties

- Travel health management for the Canadian Forces Navy, Airforce and Army personnel and deployments: training, protocols, counselling, education, prevention, and research of prevalent international health concerns, infectious disease, hygiene, sanitation, and waste management, implementation of foreign affairs ’and International health and emergency advisories
